Its size, location and bright yellow color make it the center of Oxford, Maryland, which has retained its small town atmosphere and low population, thanks to its isolated location.

Robert Morris himself, who lived in the house shortly after he came to Maryland in 1738 at the age of twenty - seven was termed "a jovial soul, a bon vivant who made friends easily. " In 1747, after he had established himself as an important businessman in the community, he brought over his thirteen - year - old son, who he had left behind in Liverpool with relatives. The junior Robert Morris came to be one of the most important men in the American Colonies.

After living with his father for a few years, the youth was sent to Philadelphia for further study. He made good at once, and by the time he was twenty he was a full partner in the largest mercantile house there. In time he branched out into banking, and the job of financing the American Revolution ultimately fell to him. Without his efforts, George Washington's army would have dwindled away in the early days before the young colonies had established a financial system of their own. His activities ranged from the bureaucratic role of Superintendent of Finance to the Congress, to the nonbureaucratic role of paying soldiers in the field out of his pock-el.

Before the Revolution, Morris was already the richest man in colonial America. He loved the challenge of money and sought to continue his successes after the war was over. He was far from a financial conservative, being inclined, rather, to the grand gesture. As a speculator he bought up millions of acres from land in the unsettled parts of the new nation and, at one time, held title to almost all the western half of the State of New York.

When Congress decided to locate the new capital city on the banks of the Potomac River between Maryland and Virginia, he was on the scene early and bought 7,234 lots within the 100 so^iare mile area. Of the two hundred houses in Washington in 1,800, he constructed fifty. His ideas for his own housing were grandiose in scale. Deciding upon a very unfrontier - like structure of marble, he hired Major Pierre Charles L'Enfant, the designer of the new City of Washington, to build the Morris Mansion for him. Before it was'completed, Morris lost his fortune through overextension, was arrested for debt and imprisoned. The three years he spent in the

Philadelphia jail had a certain style about them nevertheless. His visitors included George Washington, Alexander Hamilton and the Governor of Pennsylvania. He was released in 1801 under terms of the new Federal bankruptcy laws. Thus the man who kept the whole country going financially was forced to say," I now find myself without one cent that I can call my own." He lived on the charity of his wife's friends and died in 1806 at the age of seventy - two.

Psychologists now know how wrong that father was. From the moment of birth, a baby has a great deal to say to his pa-rents, and they to him. But a decade or so ago, these experts were describing the newborn as a primitive creature who reacted only by reflex,a helpless victim of its environment without capacity to influence it. And mothers accepted the gospel. Most thought (and some still do)that a new infant could see only blurry shadows, that his other senses were undeveloped,and that all he required was nourishment,clean diapers,and a warm bassinet.

Today university laboratories across the country are studying newborns in their first month of life. As a result, psychologists now describe the new baby as perceptive, with remarkable learning abilities and an even more remarkable capacity to shape his or her environment — including the attitudes and actions of his parents. Some researchers believe that the neonatal period may even be the most significant four weeks in an entire lifetime.

Far from being helpless, the newborn knows what he likes and rejects what he doesn't. He shuts out unpleasant sensations by closing his eyes or averting his face. He is a glutton for no-

velty. He prefers animate things over inanimate and likes people more than anything.

When a mere nine minutes old,an infant prefers a human face to a headshaped outline. He makes this choice despite the fact that, with delivery-room attendants masked and gowned, he has never seen a human face before . By the time he's twelve hours old, his entire body moves in precise synchrony to the sound of a human voice, as if he were dancing. A nonhuman sound,such as a tapping noise,brings no such response.

At the end of a week,a newborn recognizes something familiar about the mother who has fed him from birth. If she is silent,her face covered with a mask with eye holes, he refuses the nipple at first,takes less nourishment,and has trouble drifting off to sleep afterward. And by four weeks, infants are al¬ready able to recognize subtle differences in language sounds and can distinguish baa from paa.

But the careful use of small monetary rewards sparks creativity in grade-school children , suggesting that properly presented inducements indeed aid inventiveness , according to a study in the June Journal of Personality and Social Psychology.

" If kids know they ' re working for a reward and can focus on a relatively challenging task , they show the most creativity , " says Robert Eisenberger of the University of Delaware in Newark. "But it' s easy to kill creativity by giving rewards for poor performance or creating too much anticipation for rewards.

A teacher who continually draws attending to rewards or who hands out high grades for ordinary achievement ends up with uninspired students , Eisenberger holds. As an example of the latter point, he notes growing efforts at major universities to tighten grading standards and restore failing grades.

In earlier grades , the use of so-called token economies , in which students handle challenging problems and receive performance-based points toward valued rewards , shows promise in raising effort and creativity, the Delaware psychologist claimed.
